Richard Hughes is the villain during the Saints Row epilogue.
Richard appears as an optional contact in Saints Row: Return to the Row (which serves as an alternative timeline after Saints and Martyrs) in which the player character can work for him. Richard also acts as the main antagonist of the storyline overall as he tries to overthrow the different gangs and the Ultor Corporation as part of his domination of Stilwater.
In Political Warfare, Richard is revealed to being Ultor CEO Eric Gryphon in which he is the main antagonist.

In an alternative timeline in which The Protagonist dies in the boat explosion at the end of Saints Row but Richard survives, Richard continues on as mayor of Stilwater and begins redevelopment of the Saint's Row district.
